Graham started the Finals with a game-high 23 points to lead his side to a 68-73 success against Zornotza on the road.
Valladolid dropped Game 2 in a 77-66 road loss before taking a 2-1 lead with a 61-54 home win and then wrapped up the title with victory on Sunday.
The club kept their place in the division, despite finishing in the relegation places last season, and had a 17-13 record this campaign before securing promotion in a remarkable turnaround from a year ago.
Graham joins fellow Brits Matthew Bryan-Amaning and Fahro Alihodzic as overseas title-winners this season.
Meanwhile, Mo Soluade has closed in on winning the LEB Gold playoffs title after Burgos took a 2-0 series lead in the Finals with Kyle Johnson also a game away from a title in Canada.
